The problem with media is their concern with the bottom line. Society in general has an aversion to public shaming of the guilty, due to Fear from various reprucussions. Also, shaming tactics only work on those who have a conscience. People that do not understand the principle of ‘reciprocity’ will NEVER question their own actions.
