Virginia Beach: “Painful legacy.”

In 1989, Virginia Beach had a full-on, old school race riot Lots of black people, soldiers, cops, property destruction, violence. theft.

You know, the usual.

Four years ago, some folks in Virginia Beach decided that somehow, they had to make up for this painful legacy.

So here is how they set out to make it right.
