Letter from New Orleans
Hi Colin,
Back in the 1980’s, I was a Harbor Police Officer walking a beat on the Mississippi River front in New Orleans. (I needed the highest income I could qualify for. I was raising 3 teenagers alone.) Each shift/watch started with roll call and I noticed early on that often I was the only white face working out of the 6 of us (3 walking and other 3 driving).
The area I walked was and often is populated by colored people, workers and residents. The immediate area entering in towards the city was also that way. Therefore, I can say without a doubt we arrested more colored people than white people only because they were generally present in larger numbers than white folks caught breaking the law.
As for beatings, no officer I knew ever wanted to purposely bloody up their uniform nor sit with a beat up prisoner at the hospital emergency room. The saying was…”you split them; you sit them…” and if “you can’t do the time…don’t do the crime…”
Occasionally a prisoner was inadvertently mistreated but the officer involved was generally severely dealt with. Some officers never drew their revolvers. Others never hesitated to do so as they figured their families had expectations of seeing them alive the following day and if push came to shove, they weren’t paid enough to enter into fist fights.
