Letter from East St. Louis

As you often say, “This has been happening for a long time.”

 

In 1983 or 1984, when I was stationed at Scott AFB, IL, I was driving back from Saint Louis, MO, one night on eastbound I-64, passing by Hell on Earth (East Saint Louis, IL) when, in the darkness ahead, I saw some black kids jumping up and down in the highway lanes, doing jumping jacks, and then running off to the grassy median strip. As the car in front of me passed them I heard a BANG on the side of his car and then I heard one on mine as well. When I got home to O’Fallon, IL, later that night I found that a big rock had slammed into my car, denting the lower end of the door and the running board beneath it. Had it been higher it would have gone through the window and into my head, and at the highway speed I was driving, that would not have turned out well.

 

In the aftermath I understood why the black kids were goofing off in the highway lanes. They were trying to get cars to slow down so we’d be easier targets. Too bad no one hit them!

 

East Saint Louis was a very black and a very bad place back then, and it probably still is. It went bankrupt at that time because there were too few honest, taxpaying citizens and too many criminals preying upon them. Without any money, the city government collapsed and the cops were laid off, so state troopers started patrolling in their place.

 

I only went into East Saint Louis once, and I noticed that everything that could be stripped and stolen, had been. I went to an Army National Guard armory that was located behind a tall fence topped with barbed wire and I saw that the front doors inside the armory were backed up with large timbers the size of railroad ties in case someone tried to ram a vehicle through the entrance.

 

A LOT of bodies were turning up in East Saint Louis but of course there was a lot of denial about those, too. People would complain that East Saint Louis was getting a bad rap because (they claimed) most of those people were killed elsewhere and then dumped in East Saint Louis. Why? Because the cops wouldn’t investigate dead bodies in East Saint Louis very much because violent death there was so common. Well, yes, violent death was very common, but that was hardly an incentive to drive around with a stiff in one’s car until reaching a destination in East Saint Louis.
